INFORMATION FOR THE PUBLIC UNDER THE REGULATION ON THE PREVENTION AND REDUCTION OF THE EFFECTS OF MAJOR INDUSTRIAL ACCIDENTS_TUZLA FACILITY

Kayalar Kimya Sanayi ve Ticaret A.Ş. – Tuzla Factory is classified as an upper-tier establishment under the Regulation on the Prevention of Major Accidents and the Mitigation of Their Effects. In accordance with Article 16 of the Regulation, the following information is made available to the public.

PART 1

1. Name of the Operator and Full Address of the Establishment

Operator: Kayalar Kimya Sanayi ve Ticaret A.Ş. – Tuzla Factory

2. Status of the Establishment Under the Regulation

The establishment is subject to the provisions of the Regulation on the Prevention of Major Accidents and the Mitigation of Their Effects. The notification required under Article 7 of the Regulation has been submitted through the notification system of the Ministry of Environment, Urbanization and Climate Change.

Based on the submitted notification, the establishment has been classified as an upper-tier establishment. In accordance with Article 11 of the Regulation, a Safety Report has been prepared and is maintained for the establishment.

3. Activities Carried Out at the Establishment

Kayalar Kimya Sanayi ve Ticaret A.Ş. – Tuzla Factory manufactures solvent-based paints, water-based interior and exterior paints, various varnishes, thinners and curing agents. The facility also produces alkyd resins for its own manufacturing processes, as well as acrylic and isocyanate resins.

4. Dangerous Substances That May Give Rise to a Major Accident

The establishment contains dangerous substances classified under the physical, health and environmental hazard categories specified in Annex I of the Regulation. These include raw materials, resins and finished products that may give rise to a major accident.

Their principal hazardous properties are as follows:

Flammable substances: May cause fire and explosion.
Substances hazardous to human health: May cause harmful effects through inhalation, ingestion or skin contact.
Substances hazardous to the environment: May cause adverse effects on the environment, particularly the aquatic environment, if released.

Information relating to the dangerous substances handled at the establishment is documented in the Hazardous Material Emergency Response Cards, which have been prepared in accordance with the Regulation and are maintained for emergency response purposes.

5. Information on the Actions to Be Taken in the Event of a Major Accident

In the event of a major accident, emergency response activities will be carried out in accordance with the Internal Emergency Plan prepared under the Communiqué on Internal Emergency Plans for Major Industrial Accidents.

Where the consequences of the accident exceed the response capability of the establishment, the Provincial Disaster and Emergency Directorate (AFAD) will be notified immediately. Emergency response activities will then be coordinated by the competent authorities in accordance with the Provincial Disaster Response Plan.

PART 2

1. General Information on Major Accident Hazards, Possible Major Accident Scenarios, Their Potential Effects and Control Measures

In accordance with Article 6 of the Communiqué on Major Accident Scenario Documents, the establishment has identified hazards associated with dangerous chemicals, including fire, explosion and hazardous substance release.

A total of 14 major accident scenarios have been developed based on the assessment of internal hazards associated with the alkyd reactors, alkyd blending units, acrylic storage tank, monomer storage tank, raw material warehouse and finished product warehouse. The Major Accident Scenario Document has been prepared in accordance with the applicable legislation.

The preventive and mitigation measures implemented for these equipment items and process areas reduce the frequency of the identified major accident scenarios to below 1 × 10⁻⁴ per year, which is the limit value specified in Article 9 of the Regulation.

2. Arrangements Made by the Operator to Deal with Major Accidents and Minimise Their Consequences

The establishment has developed emergency response scenarios to prevent major accidents and mitigate their consequences.

These scenarios define the responsibilities and actions of internal and external emergency resources, emergency response teams, alarm and control room personnel, manual intervention procedures and firefighting equipment to be used during an emergency.

In addition, the Hazardous Material Emergency Response Cards prepared for the dangerous substances covered by the Regulation have been provided, for guidance purposes, to the Provincial Disaster and Emergency Directorate (AFAD), the Provincial Health Directorate, and the relevant municipality and/or fire brigade to support emergency response activities in the event of a major accident.

3. Cooperation with Emergency Services

The establishment cooperates with the relevant emergency services in preparation for any major accident.

To maintain and continuously improve the safety management system, the establishment regularly exchanges information with internal departments, external emergency services and competent public authorities, including the Provincial Disaster and Emergency Directorate (AFAD), through formal correspondence and other official communication channels.
